Today it is reported that Josie Osborne will be moved from being Minister of Health into the role of Finance Minister.
Ravi Kahlon is reportedly being moved from leading the Jobs and Economic Growth minister’s portfolio over to Health.

Premier David Eby will be addressing media at 10:30 am this morning.
This comes as BC Finance Minister Brenda Bailey deals with a cancer diagnosis. She says she will be getting treatment and returning to the BC Legislature for the fall session (that starts October 5). She announced her cancer diagnosis in social media last night. Bailey will take on the Jobs and Economic Growth file upon her return.
Bailey had borne the load of the trade war impacts that started at the same time that she delivered Budget 2025. This week in an update on Budget 2026-2026 she said “we had to pivot and we did”.
Two solid performers:
Eby (and Horgan before him) has relied on Osborne as a stable performer in cabinet. Osborne headed up the Municipal Affairs ministry prior to taking on the Health portfolio.
Osborne as Finance minister will very likely ably manage Budget 2027 at a time when the province is aiming to boost revenue and reduce both expenditures and deficits while dealing with a wide range of uncertainties and unknowns (both on the trade front and with things like wildfire management).
Eby has relied on Kahlon for significant work in the Housing portfolio (2022-2024) and most recently Kahlon developed the province’s Look West economic development strategy — launching that in November 2025 and expanding it since.
As a big-picture strategist, Kahlon may well bring some new scope for resolving health care sector issues.
Slim majority:
The BC NDP still has a slim majority in the legislative assembly.
Since the razor-thin victory for the NDP in the October 2024 election it’s been imperative that all MLA’s are present for votes.
Illness becomes more of a hazard than would normally be the case. Victoria MLA Grace Lore has already been dealing with a cancer diagnosis and mostly participates in the House remotely.
Budget 2027:
Development of BC Budget 2027 is already well underway. That will now be Josie Osborne’s challenge to keep things on an even keel for the NDP government.
