UAE Strategic Plan 2027-2029: New Public Finance Model for Future Readiness – News and Statistics

The UAE Ministry of Finance has introduced a program aimed at improving the efficiency of public spending while reinforcing the nation’s fiscal sustainability and future preparedness. According to the Dubai Media Office, the initiative, known as the Strategic Plan 2027-2029, centers on adopting proactive, agile, and innovative financial policies, alongside strengthening partnerships and expanding financial and economic cooperation.

Sheikh Maktoum bin Mohammed, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, described the plan as a significant step in the development of the UAE’s government financial system, reflecting a national ambition to enhance the country’s readiness for the future. He indicated that the program establishes a more proactive and flexible financial model that supports sustainable growth, boosts national competitiveness, and reinforces the UAE’s global position.

The program also includes components focused on developing national talent, utilizing advanced technologies, and fostering a culture of innovation. It marks a shift from a centrally managed public finance model toward a more collaborative and integrated approach that emphasizes partnerships and cross-government cooperation. Authorities stated that the ministry will continue to invest in capability development and future skills, expanding these efforts across federal entities and placing greater emphasis on empowering young talent.

Additionally, the ministry will design and implement projects to enhance service quality and customer satisfaction for key stakeholders, including federal government entities, private-sector partners, citizens, and residents. The ministry is also advancing the development of smart government financial services powered by data and artificial intelligence to improve service delivery. Key predictive-service initiatives include a smart predictive budgeting platform, an integrated smart system for government revenue management and financial analysis, a Federal Government Monetary Forecasting Platform, and a Federal Programme for Smart and Sustainable Management of Government Assets and Enhanced Governance.

This move comes as the UAE economy continues to grow, supported by diversification strategies despite uncertainty related to the war in Iran. Data from the Federal Competitiveness and Statistics Centre showed that gross domestic product grew 6.2 percent year-on-year to reach Dh1.9 trillion ($517.2 billion) in 2025, driven by the strength of the non-oil sector. Non-oil GDP increased 6.8 percent annually to Dh1.5 trillion, as the country continues to benefit from its diversification strategy.
