The bill for the fifth book of the Public Finance Code of Catalonia, focused on treasury, debt, and guarantees, will continue its parliamentary journey after the plenary session this Wednesday rejected the amendment in its entirety presented by Vox. The proposal was rejected with the opposing vote of the rest of the groups and the abstention of AC.
The Minister of Economy and Finance of the Generalitat, Alícia Romero, defended the regulatory proposal, which represents progress in the configuration of the Public Finance Code of Catalonia. At the moment, the Chamber is already processing the Government’s bill that sets the general structure of this code and approves its first book.
With this new initiative, one of the 8 planned books, the fifth, is developed, which underlines the obligation to have an annual treasury plan, incorporates the single treasury principle as the axis of treasury management, and specifies the different debt formulas.
Romero pointed out that, although it is a very technical matter, it is “very important” to advance in the regulation of the tax code, as it is currently complex to interpret for both the administration and the companies that interact with it.
“It is important to have a single tax code that encompasses all the needs, all the obligations, all the information from the economic management point of view of the Generalitat de Catalunya because this facilitates transparency, accountability, and the efficiency of our administration,” she expressed.
