Treasury Secretary Scott Bessent acted Wednesday to head off a potentially destabilizing rise in government borrowing costs, doubling to $4 billion the size of a planned buyback of public debt.

The move caused the yield on the 30-year Treasury bond, which influences business and consumer loan rates, to fall one day after it reached its highest mark in nearly 20 years.
